RA Bills in Construction: Format, Workflow, and Common Mistakes

The RA bill format for construction explained — components, certification chain, GST treatment, common rejection reasons, and how digital MBs speed payment.

For an Indian civil contractor, the RA bill is not paperwork — it is oxygen. Every rupee of working capital you borrow, every supplier payment you delay, every discounted invoice you accept traces back to how fast your running account bills move from measurement to certification to payment. Yet most contractors treat the RA bill format as something the billing engineer figured out years ago and nobody has questioned since. This guide covers what an RA bill actually is, the format that clients and government departments expect, the certification chain it must survive, its GST treatment, the mistakes that get bills cut or bounced, and how digital measurement records compress the whole cycle.

What Is an RA Bill?

A running account bill — RA bill — is an interim bill raised periodically for work executed to date on a contract that is still in progress. Instead of waiting for project completion, the contractor bills cumulatively: RA-1 covers work done up to the first billing date, RA-2 covers cumulative work up to the second date minus what was already paid in RA-1, and so on until the final bill closes the account.

Three things make an RA bill different from an ordinary invoice:

  • It is cumulative. Every RA bill restates the total quantity executed since the start of the contract, then deducts the amounts certified in all previous bills. An arithmetic error in RA-3 therefore contaminates every bill after it.
  • It is provisional. Payments against RA bills are on-account payments. Quantities can be revised, rates can be corrected, and recoveries can be made in later bills. Nothing is final until the final bill.
  • It is measurement-backed. No quantity enters an RA bill unless it is recorded in the measurement book and, on most contracts, jointly verified by the client's engineer. The bill is only as strong as the MB behind it.

The Standard RA Bill Format

Formats vary between CPWD, state PWDs, NHAI, and private clients, but the skeleton is remarkably consistent. A complete RA bill contains:

1. The Header

Contract number and name of work, name of the contractor, agreement value, date of commencement, stipulated date of completion, bill number (RA-7, say), billing period, and MB references — the book numbers and page numbers where the supporting measurements live.

2. The Abstract of Quantities and Amounts

The heart of the bill: every BOQ item executed to date, with its item number, description, unit, agreement rate, cumulative quantity executed, cumulative amount, quantity and amount paid up to the previous bill, and the net quantity and amount claimed in this bill. Extra and substituted items appear here too, each backed by an approved rate analysis or a written instruction.

3. The Deviation Statement

A comparison of executed quantities against BOQ quantities, item by item. Most contracts allow deviations within a band — commonly plus or minus 25 percent on individual items on government works — beyond which prior approval or a revised rate applies. A bill that quietly bills 160 percent of a BOQ quantity without a sanctioned deviation is asking to be returned.

4. Secured Advance, Escalation, and Other Claims

Where the contract permits, secured advance against non-perishable materials brought to site (typically 75 percent of material value on government contracts), price escalation computed under the contract's formula, and any other contractual claims — each as a separate annexure with its own supporting documents.

5. The Deductions Block

This is where the certified gross becomes the net payable, and where most reconciliation disputes are born:

  • Retention or security deposit — commonly 5 to 10 percent of the gross bill value, deducted until it reaches the contractual cap
  • Mobilisation and machinery advance recovery — instalments with interest, per the recovery schedule
  • Income-tax TDS under Section 194C — 2 percent for companies and firms
  • GST TDS of 2 percent on government and specified contracts
  • Labour cess of 1 percent under the BOCW Act, where the client deducts it
  • Recoveries — client-supplied materials, electricity and water charges, penalties, and hold amounts for defective work

A contractor who cannot independently reconcile every one of these deductions against the contract ends up accepting whatever the client's bill section computes.

The Certification Chain

An RA bill is not paid because it is submitted; it is paid because it survives a chain of scrutiny. On a typical government or large private contract the sequence runs:

  1. The contractor's site engineer records measurements in the MB as work completes.
  2. Joint measurement is taken with the client's junior engineer or site representative, who verifies quantities physically.
  3. The client's assistant engineer or resident engineer checks the MB entries, test results, and supporting documents, and certifies quantities.
  4. The executive engineer or project head sanctions the bill, applies deductions, and passes it for payment.
  5. The accounts or audit section makes its own arithmetical and contractual checks before releasing funds.

Each link in this chain can send the bill back — and every return costs two to four weeks. The single biggest determinant of your billing cycle is how clean the bill is when it first enters the chain. On this, the numbers are sobering: industry-typical RA bill cycles in India run 45 to 90 days from measurement to credit, and much of that time is not processing — it is the bill sitting in a queue waiting for a query to be answered.

GST Treatment on RA Bills

Under GST, construction works fall under works contract services — SAC 9954 — taxed at 18 percent for most contracts. Practical points that trip up billing teams:

  • The RA bill and the tax invoice are not the same document. The RA bill is a claim; the tax invoice must be raised under Section 31 within 30 days of the client certifying the bill, on the certified value — not the claimed value. Raising the invoice on the claimed amount and then watching the client certify less creates a mismatch you must fix with a credit note.
  • GST applies on the gross certified value before retention and advance-recovery deductions. Retention money is part of the taxable value even though you have not received it.
  • Mobilisation advance is taxable at receipt. GST is payable on the advance when received, and adjusted as the advance is recovered in RA bills.
  • Free-issue materials supplied by the client and deductions for them need careful handling in the taxable value, per the contract's wording.

Why RA Bills Get Rejected or Cut

The same reasons repeat across departments and decades:

  • MB mismatch. Quantities in the abstract do not tie to the measurement book pages cited, or MB entries are unsigned.
  • Missing test certificates. Cube test results, steel mill certificates, and field density reports not attached for the quantities claimed.
  • Unapproved extra items. Work done on verbal instructions, billed without a written order or sanctioned rate analysis.
  • Deviation beyond limits without prior sanction.
  • Arithmetic errors — especially cumulative-minus-previous errors that compound from earlier bills.
  • Stale or missing documents. Expired bank guarantees, missing labour-cess proof, insurance not renewed.
  • Joint measurement pending. The client's engineer never signed, because he was never chased with a scheduled measurement date.

Every one of these is a process failure, not a knowledge failure. The billing engineer knows the rules; the site simply did not produce the records in time.

How Digital Measurement Records Speed Certification

The pattern behind every slow RA bill is reconstruction: quantities measured weeks after execution, documents hunted down at month-end, an abstract typed from a site diary. Digital measurement capture inverts this:

  • Site engineers log quantities against BOQ items the day work completes, with geo-tagged photos attached — so the measurement record builds continuously in site management instead of in a month-end sprint.

The Bottom Line

The RA bill format is standard; the discipline behind it is not. Contractors who treat billing as a month-end event finance their clients for free. Contractors who capture measurements daily, keep the deduction reconciliation current, and submit complete bills get paid faster from the same contracts.
